Ms Cally Chan

General Manager,
Microsoft Hong Kong and Macau

Cally Chan is the General Manger of Microsoft Hong Kong and Macau. Cally strives to promote talent development and innovation and technology in Hong Kong. She has shouldered public duties for the government and many organizations, including the Council member of Hong Kong University of Science and Technology, the Advisory Committee of HKTDC’s ICT and the member of Transport Advisory Committee. Recognizing her significant contribution to Hong Kong I&T ecosystem, Cally was awarded Medal of Honour in 2022.

Prior to joining Microsoft, Cally served as Managing Director and Vice President of the Hewlett-Packard Enterprise Group. Cally holds an Executive Master of Business Administration (MBA) from the Chinese University of Hong Kong and a Bachelor of Computing Science from the University of Hong Kong.

Ir Fong is currently the Director of Civil Engineering and Development, leading the Department in taking forward Hong Kong’s new town development and land supply projects, among which are the Northern Metropolis and the Lantau Tomorrow Vision that serve as the two key drivers for the social and economic growth of Hong Kong.

Over the past 30 years, Ir Fong held numerous positions in various works departments and the Development Bureau. Ir Fong is widely known in the construction industry as a determined champion of construction safety and innovation technologies.

Karen Ho is the Head of Corporate and Community Sustainability for WWF-Hong Kong. She works with stakeholders across public and private sectors as well as civil society to make Hong Kong a sustainable city, including advocacy on net-zero circular economy and science-based target setting, tackling climate change and energy issues, mainstreaming sustainability best practices and ESG impact reporting, fostering low-carbon business transformation and collaboration to advance Sustainable Development Goals, and promoting nature-based solutions to address societal challenges including climate change, human health, food and water security, as well as natural disaster. An accomplished senior executive, Karen held senior management positions in several Fortune 500 companies prior to joining WWF.

Sr Lee, aged 65, graduated from The University of Hong Kong with a Bachelor of Arts (Architectural Studies) degree in 1980 and a Bachelor of Building degree in 1982. He is a Registered Professional Surveyor (QS) with fellow membership of the Royal Institution of Chartered Surveyors and The Hong Kong Institute of Surveyors and membership of the Chartered Institute of Arbitrators. He is on the List of Arbitrators of Hong Kong International Arbitration Centre and is a member of the Joint Panel of Arbitrators of The Hong Kong Institute of Surveyors and The Hong Kong Institute of Architects. Sr Lee has 41 years’ experience in quantity surveying and commercial management in Hong Kong, the Mainland China, Taiwan, Macau, Singapore, Malaysia and the Philippines. He worked with the Group from 1998 to 2005 and re-joined the Group in 2011. Sr Lee was the Chief Executive Officer of the construction segment of the Group from2017 and is currently the Chairman of the construction segment of the Group.

Mr Mingles Tsoi

Mingles Tsoi is currently the CXO (Chief eXploration Officer) of ParticleX, an early stage to Pre-A round institutional investment fund aiming at startups with hands-on technology initiative, proven customer-problem-fit, and problem-solution-fit achievements. His leadership in providing unique post-investment support services has gained much reputation among the portfolio companies. Mingles was an entrepreneur owning his own consultancy company since 1997. He is also a pioneer in startup education. He had been working with the CUHK Center for Entrepreneurship as Project Director since 2007. Some of his major accomplishments include the “Hong Kong Social Enterprise Challenge", the first CU Alumni Entrepreneur Census to investigate the success factors of leading entrepreneurs from local university education, and Google’s Empowering Young Entrepreneur (EYE) Program. He was invited to join KPMG China as the Director in 2015, to set up the Innovation and Startup Centre in Beijing. Mingles is also enthusiastic about youth development. He contributes his experience and knowledge in providing voluntary mentoring and business training services to various non-profit organizations. He was the Co-opted Member of the Working Group of Youth Development Fund of the Commission on Youth and as a Non-official Member of the Social Enterprise Advisory Committee respectively. He is currently serving on several boards and committees, including Hong Kong Business Angel Network (HKBAN), Cyberport Investors Network (CIN), DIT Committee of the Hong Kong General Chamber of Commerce, Vice Chairman of the Startup Council, Executive Committee Members of HKITIC and HKPSC of the Federation of Hong Kong Industries (FHKI), Member of Product & Technology Development Panel of the Hong Kong Medical and Healthcare Device Industries Association Limited (HKMHDIA), Founding and Council Member of the Lions Club HK IFC, and the Chairman of the Academic and Accreditation Advisory Committee cum the Vice Chairman of the Institute of Financial Technologists of Asia (IFTA). Prof Yuen is a Registered Professional Engineer and member of the IFE (UK), SFPE (USA) and Fellow of the HKIE (HK). His research interests include computational fluid dynamics (CFD) applications, neural network modelling on fire development, nanocomposites flame retardants materials, HVAC and control engineering, etc. Recently, his research also embraces the areas of lithium batteries thermal management and fire safety, fire and smoke modelling in buildings/refuge floors, spalling of concrete and hybrid-fibre reinforced high-strength in elevated temperature, and water mist.

As one of the Cloud Security Alliance Hong Kong and Macau Chapter founding members, Michael is now serving the chapter as Past Chairman. In addition, he is also the Past President of ISACA China Hong Kong Chapter, which focuses on IT Governance and Risk Assessment.

Cally Chan is the General Manager of Microsoft Hong Kong and Macau, leading the overall strategy and business operations, raising the talent bar and providing leadership in customer satisfaction and business growth. Cally leverages over 29 years of business and IT experience to drive Microsoft’s mission locally – to empower every person and every organization to achieve more. The key focus is enabling technology, accelerating digital transformation for customers and partners, as well as empowering people and societies through technology innovations.

Cally is passionate about driving digital transformation and diversity. She is the Director of the Applied Science and Technology Research Institute (ASTRI), Director of the Employees Retraining Board (ERB), Council Member of the Hong Kong University of Science and Technology, Founding Chairlady of the Hong Kong Computer Society FACE Club (Female, Attract, Connect, Engage), to name a just few of her external positions.

Mr CHEUNG Hau-wai, SBS

Chairman, The Hong Kong Green Building Council Limited

Mr Albert CHEUNG Hau-wai, is one of the founding directors of Hong Kong Green Building Council (HKGBC) and now Chairman of the Council.  Mr CHEUNG is also a member of the Private Columbarium Licensing Board. 

Mr CHEUNG was the former Director of Buildings of the Buildings Department of the Hong Kong Government, a former Council Member of the Hong Kong Construction Industry Council, a former member of Town Planning Board and former Chairman of the Zero Carbon Building.

Mr CHEUNG advocates harmonising green buildings with their surrounding neighbourhood, and instilling smart technology in their design.  Mr CHEUNG is looking into how green building design should interface with smart city design.  HKGBC is striving to retro-fit and re-commission the large stock of existing buildings to become sustainable and energy saving in a high density city as part of the worldwide campaign to reach the target of COP21.

Outside the green community, Mr CHEUNG was the Chairman of the Executive Committee of a charitable organisation, which took part in the reconstruction of villages damaged in the 2008 Sichuan earthquake in the Mainland.  He was responsible for funding raising and reconstruction project management.

Ir Ricky LAU joined the Hong Kong Government in 1992 as an Assistant Engineer. Before joining the Civil Engineering and Development Department in 2015, he worked in the Highways Department and the Development Bureau. He was the Head of Civil Engineering Office overseeing the implementation a wide spectrum of civil engineering projects including reclamations, site formation, marine facilities, housing-related infrastructural works, public fill facilities and greening works. He is now the Director of Civil Engineering and Development Department overseeing the strategic planning and the implementation of various reclamation projects, new development areas and major infrastructures.

Professor Hong K. LO is Head and Chair Professor of Civil and Environmental Engineering, and Director of GREAT Smart Cities Institute of the Hong Kong University of Science and Technology. He is Founding Editor-in-Chief of Transportmetrica B: Transport Dynamics, and Managing Editor of the Journal of Intelligent Transportation Systems. Professor Lo was awarded the prestigious triennial World Conference on Transportation Research (WCTR) Prize in 2001, and more recently, HKUST School of Engineering Research Excellence Award in 2014. He is a Fellow of the Hong Kong Institution of Engineers (HKIE), Fellow of the Chartered Institute of Logistics and Transport (CILT), Fellow of the Hong Kong Institute of Highway and Transportation (IHT), and Fellow of the Hong Kong Society for Transportation Studies.

Kelvin LO has worked in different engineering areas.  These included the drawing up of Hong Kong’s Railway Development Strategy 2000 in the then Transport Bureau; the asset management of roads and associated slopes, management of excavation permits, financial planning, and project management of mega road projects (including Central – Wan Chai Bypass and Central Kowloon Route) in Highways Department; construction manpower, procurement policies, service promotion in the Mainland market and infrastructure support for land supply in Development Bureau; and corporate administration and human resource management in Civil Engineering and Development Department.  He was the then Director of Drainage Services Department, leading the department to manage separate stormwater and wastewater systems totalling over 4,700 km to handle rainfall up to 150mm per hour and sewage flow exceeding one billion cubic metre per year respectively, and to take forward a portfolio of diverse drainage and sewerage projects reaching $190 billion to support Hong Kong's sustainable development amid the threats of climate change.  Since 4 November 2020, he has been the Director of Water Supplies Department, managing water supply systems totalling over 8,300 km to provide water supply of about 1.3 billion cubic metre per year, and pressing ahead with the Total Water Management Strategy to manage water demands and build resilience in the water supply with diversified water resources to sustain Hong Kong’s water supplies against increasing risks of water scarcity.

Gary, a young I.T. entrepreneur, graduated from Electronic & Computer Engineering of The Hong Kong University of Science and Technology (HKUST).

As an entrepreneur, Gary started his own business when he was studying in HKUST. Since then, his keen interest in Internet has driven him to focus on Internet-related business and his dedication in the I.T. sector secures his success. He is now the Founder and CEO of Techture Limited, a Digital Agency providing integrated online to offline (O2O) solutions with a pool of PR and IT experts.

As the founding member and President of the Smart City Consortium (SCC), Gary has focused on developing electronic identification (eID) applications for both Chinese mainland and Hong Kong in recent years. With growing enthusiasm, unique business insight and cutting-edge technology, he is seizing the rare opportunity of China-Hong Kong Smart City development. Apart from contributing to SCC, he also undertakes different professional roles such as Vice-President of Internet Professional Association, Vice-Chairman & Honorary Treasurer of Hong Kong Software Industry Association, Vice-President of E-Commerce Association of Hong Kong, and Founding Vice Chairman and Director of Education & Training Committee of Hong Kong O2O E-Commerce Federation.

Furthermore, Gary has actively participated in different political and community services. He was elected as the Member of Election Committee in 2011 to 2016 when he was the Shatin District Councilor from 2008 to 2015. He also serves as the Chairman of Shatin Branch of Democratic Alliance for the Betterment and Progress of Hong Kong in 2011-2019. He also founded Ma On Shan Youth Association in 2007. The Association is a Registered Charitable Organization which currently operates two social enterprises.

Gary received the “Young Leader Award” from the Harbour Junior Chamber in 2008 and was awarded the Medal of Honour from the HKSAR Government in 2017. Both awards acknowledge his significant outstanding achievement and contribution to the Hong Kong community.
